CLEVELAND, Ohio — The Browns can partially re-open team headquarters in Berea on Tuesday, according to an NFL memo sent to all teams on Friday afternoon by Commissioner Roger Goodell.

NFL staffers can begin filtering back into the building on a limited basis if their states allow, but no coaches or players are permitted yet “to ensure equity among all 32 clubs" except for players receiving medical treatment.

Goodell expects coaches to “be allowed to return to club facilities in the relatively short time" as more states open back up.

Furthermore, he’s aiming to let a certain number of players return “as early as next month” in conjunction with the NFLPA and the league’s medical team. If that’s the case, it’s conceivable teams could conduct at least some version of a minicamp or hold some practices before training camp begins in late July. As it stands, the offseason program must conclude by June 26.

According to rules in Ohio, which began reopening gradually over the past couple of weeks, the Browns can participate fully in this first phase of reopening as outlined by the league. All NFL facilities have been closed since March 25.

It still holds true that the virtual offseason program has been extended through May 29.

In the meantime, Baker Mayfield has taken matters into his own hands by organizing workouts in his hometown of Austin, Texas. Teammates Austin Hooper, David Njoku, Rashard Higgins and Damion Ratley and perhaps others have taken him up on the offer.

On Monday night, the NFL’s Chief Medical Officer Dr. Allen Sills will conduct a required training program for infection control officers from each team to make sure they meet the criteria for opening.

Here are some of the rules in phase one of the league’s reopening:

* Clubs may have no more than 50% of staff in the facility, not to exceed 75 people. This is the total for all club locations.

* No players or members of the coaching staff can return to the facility under the first phase of reopening, unless the player is receiving medical treatment.

* If the strength and conditioning coach is working on player rehab in the facility, he may continue to do so.

* Clubs may decide which employees can return, including members of the personnel, football operations or football administration staff, equipment staff, medical staff and nutritionists.

* Clubs must promptly report any incident of Covid-19 in the facility to Dr. Sills and the club’s infection control officer.

“This first phase of reopening isn an important step in demonstrating our ability to operate safely and effectively, even in the current environment,’’ Goodell wrote.
